Concern about a 4 months old lil baby.?

Rite, i have a friend who has a 4 months old lil girl. Instead of feeding her formula milk, she feeds her some sort of wheat mixed with cow's milk and also 1 scoop of formula powder which she says is for vitamins. I'm a mum myself and i would neva feed my baby such things but i've told her that cow's milk is really bad for the baby but she refuses to listen. She says it's her tradition and thats what her mother fed her. Also she's from latvia so she cant really speak english properly which makes it 10 times worst cos she doesnt understand me! I'm sure the baby is not getting enough vitamins on just 1 scoop of powered milk. What do you think?
