Can anyone suggest any good romantic yet "action-y" anime or manga with magic and fantasy?

I suggest you read Skip Beat and Rurouni Kenshin. Skip Beat does nothave any action or magic. On the other side its REALLY funny and has its heart racing moments for all your romantic needs. Rurouni Kenshin is actiony with its share of laughs and romance. The ending of the series is my favorite ending so far and i had the mixed feelings of happiness and sadness in its end.
